Abstract
The definition of research priorities guides scientific production toward strategic issues; however, the existence of an agenda does not guarantee its effective translation into published research. This study analyzes the correspondence between Panama’s National Educational Research Agenda (ANIE) and national scientific production in education published between 2022 and June 2025. An exploratory-descriptive qualitative approach based on document review was adopted. A total of 320 original articles published in open-access Panamanian journals were analyzed to examine their direct and indirect correspondence with the ANIE research questions using a large language model (ChatGPT-5.1), following a protocol of human validation and iterative refinement of structured prompts. Overall, 40.7% of the questions received direct attention and 44.9% indirect attention. On average, each article addressed 1.69 questions directly, 2.12 indirectly, and 3.81 in total. The quality section received the most attention, while governance and investment received the least. The study proposes a replicable methodology based on artificial intelligence with expert supervision and shows that alignment between research agendas and scientific production is multidimensional, distributed, and often implicit, highlighting the need to rethink traditional models of science policy evaluation.
