Abstract
THE AUTHOR MENTIONS THE WORLD DECLARATION ABOUT EDUCATION FOR EVERYBODY WHOSE CONTENT CONFIRMS THE IMPORTANCE OF TYING THE PUBLIC LIBRARY INTO AGGRESSIVE SOCIAL POLICIES FOR THE DEVELOPMENT OF HUMAN RESOURCE. A SHORT ANALYSIS OF THE UNIQUE AND COMPLEX SITUATION IN THE REGION 500 YEARS AFTER THE SPANISH CONQUEST. DEALS WITH THE PRESENT SITUATION OF PUBLIC LIBRARIES IN LATIN AMERICA. IT BEGINS WITH SOME HISTORICAL BACKGROUND AND GOES ON TALK ABOUT THE RISE OF THE ASSOCIATION OF PUBLIC LIBRARIES OF LATIN AMERICA AND THE CARIBBEAN (ABIPALC) AS A PROJECT OF INTEGRATION AND COOPERATION IN THE REGION. LATER HE PRESENTS AN ANALYSIS OF THE NEW PERCEPTION OF THE DEVELOPMENT FOR THE REGION AS WELL AS THE NEW MISSION OF PUBLIC LIBRARIES WHICH THE ASSOCIATION PROPOSES. FINALLY, THE AUTHOR EFERS TO THREE ASPECTS OF EXTERNAL EXPERIENCES WHICH CAN BE TRANSFERED TO THE REGION TO BE TAKEN ADVANTAGE OF BY COMMUNITIES.Authors:
